Keeps creating new layers.

I am a complete novice. I cannot figure out why PSP X2 Photo creates a new layer every time i change my paintbrush. I'll click the layer I want to work on, go over and touch down the brush and it immediately creates a new layer. Some preferences are vague, but I can't seem to find anything that pertains to this particular problem.
I'm sort of pulling my hair out over this one because it's making things really hard to work on when I spend more time merging layers than actually painting.
Any help will be greatly appreciated. Thanks!

Check the Auto Actions settings as shown.
You aren't getting the prompt I guess because you have at some time selected to 'Always take these actions'. Try resetting the actions to 'Prompt'

I downloaded PSPX2Ultimate trial and find that Sledger has already replied.

I also found in the Help:
Layers are created automatically when you use the Text tool, Art Media tools, or vector drawing tools, such the Pen tool or the Preset Shape tool.
