Treat Objects as NO fill

I cannot remember how I changed my Tools/Options to 'treat all objects as unfilled'. I've done it before but now at a complete loss. It's really irritating to have a frame/box around a page and that's all I can select.

Go to the Toolbox Option >choose •pick tool• then - 2nd selection from the top.
