If you're making a website and there are bits that aren't complete:

LEAVE THEM OUT - add them later when they are ready.

Nobody visits a website to see what hasn't been done.
Nobody wants to be taken to a website that is incomplete.
No website is ever finished.

Should not all sites be in an unfinished state, how do you define a 'finished' website?
Example: TalkGraphics is not a site you come to read or see the same thing each day, week, month - it's always growing and evolving.
This is the whole point isn't it?

As Paul suggests, it's stupid and redundant.
