    Default PDF password remover

    I have a customer, a city government, which has asked me to make changes to a PDF document. However, the previous vendor password protected the city's document and the city does not know the password.

    Does anyone know of a REALLY good program for cracking password protected PDFs? The trials I've found on the internet don't allow me to do enough to fairly evaluate them, so I don't want to spend the money and find out the program doesn't do what I want it to do.

    To clarify, this is the city's document, they own it, but don't have the password to unlock it. They lost it I guess.

    Does the document allow printing?
    You could print to PDF which may give you an unprotected version to alter?

    I think the idea is that you get an unprotected PDF to edit by using the print mechanism.

    Or another refinement, physically print the pdf, then scan it with a ocr app. Correct if required, save and print.

    I would try and get the city to contact the author and get the password. If the author still owns the copyright to the material then you might become entangled in a copyright infringement suit. Cities might just have enough money in there coffers for some legal type to think it is worth persueing.

    If you find a way around the copy protection, make sure the city accepts the liability. In writing of course...
