Is it possible with Photoshop to tell it to open a load of files, then resave them with custom compression settings?

Yes.

Open a file. Apply the desired effects/compression whilst recording with an action.
You can now apply the action to a folder of files using the batch processing dialogue.
Batch processing is found under File/Automate.
