Just to be clear about the effect you're after... do you have an example image we can checkout? http://www.talkgraphics.com/images/smilies/biggrin.gif

...just to make sure that your idea of a sunburst effect is the same as mine. http://www.talkgraphics.com/images/smilies/wink.gif

If you make a dot. (1px) the same color as the layer under it then, do a drop shadow with the range and distance really high. it will look like a sun burst. Dont forget to set the noise the way you want it.
Also, make sure that the color in the drop shadow is yellow or whatever color you want it be in th effects pop up.

You can get the same effect with the outer glow effect as well.
