Resizing panel live to fit comic book page

I am a newbie with PSP X2. My question is sooo basic, it's is basic

See, I have a comic book page I created but I am rearranging panels and some of them have to be resized to fit properly.

I have the basic page out and I am importing other panels to be arranged. That, I do not have a problem with. It resizing the panels live that I have no clue how to do.

Can anyone help me out? It would make my live sooo much easier right now..

Image > Re size or you can use the Pick tool and grab the corner handle to drag smaller or larger and keep the image ratio
