how did this girl make her picture have dark shadows, like around her arms and hair and side of her face?
and what kind of effect did she use to make her picture have that kind of lighting/setting and blur

That's the way she was photographed with available light. They may have been something in her lap to act as a Reflector, a Pukka lastolie or just a sheet of paper
