    Actually you can achieve the effect pretty easy in XX:
    1. Import the photo
    2. Convert it it to grayscale (rightclick on black color in the palette and chose dark contone). Improve the contrast if needed.
    3. Make a blend between two 1 or 2 px lines so it covers the photo
    4. Select the photo and make a truecolor bitmap copy
    5. Blur the copy (amount between -15 and -20, my example blur: -17)
    6. Adjust levels (my example, input levels set to: 63, 1.59, 113)
    7. You are done

    SignLab does it too.
