Menu won't Show Up

I completed one of my web sites and the menu was perfect. I just created a new web site and the menu just won't show up. I am doing it just like the other one. Can anyone advise?

I create it in Zara and then import it into the html in cool stuff. I delete the info not required like I did the previous one; however, when I preview the web site page there is nothing there.

Has anyone else had this problem?

I had this problem one time and my problem was it wasn't being saved in the root director which was my fault.

I am trying to make a template (xxx.dwt) using Frontpage2003 and while still in edit and preview mode the NavBars from MenuMaker shows up but when I save the page and display it in the web browser it does not show up.

Could you please tell me what you mean by "it wasn't being saved in the root directory"?
