If you're looking for an upgrade to Paint Shop Pro, go the the Jasc site at http://www.jasc.com/.
One place to start for free plug-ins is http://thepluginsite.com/.

For free plugins, I heartily recommend ColorWorks and EmbossWorks (both from cybia.co.uk)and the Unplugged series. If you're prepared to pay a bit, then DO try flamingpear's superbladepro ($49 I think from flamingpear.com) but be prepared to spend some time experimenting with it. Finally, there are a lot of free filterfactory collections, which can be transformed into "*.8bf" using PicoPro (which is not free). Enjoy yourself!

If you can find a copy of GF 3 that does work with PSP but you well be able to do just as good a job with psp Try Upsizing 10% at a time(110% in psp talk). Then do a sharpen followed by another 10 % until you get to the size you want.
For printing I found by accident that the windows Print wizard Called from an explore window will make great a4 prints fron 800x600 web sized images
