Hello people wonder if anyone would be so kind and help with this old photo I am using psp 7 and to be totaly honest I am stuck just cannot get the photo perfect seems each time I try to blur or smudge to get a nice clear image it goes over the top and looks terrable can anyone help a newbie please.

You don't seem to be changing the tool settings in order to get a better effect. For smudging, for example, you should decrease the step to 0 or very close to that.

I played with your image a bit and came up with the following. I used the clone brush and several of the options for the retouch tool, including soften, dodge, burn.
