Hough Transform

Hey everyone, I've been trying to find out how to get this effect:

and I found a "guide" on how to do it http://www.cs.utah.edu/~vpegorar/cou...6/Assignment4/ (bottom of the page)

I can get the line defined image fine, but I have no idea what effect/filters to use, tried finding a plugin or even a program solely for doing the hough transform but I couldn't find anything.

So any help would be awesome thanks

If you are using a PSP version that has the Variations palette, you could create a brush consisting on just one curved line and then play with the opacity and rotation settings.
The following image was created using Opacity = Oscillating Fade + 100%, Rotation = Oscillating Fade + 0%, Fade rate = 500, position = 0, scale = unchecked, impressions = 1.

You could also try the Sinedots II filter for a similar look.
