you could use gimp:
www.gimp.org
which has animation features, but its a lot different to painter and not particularly straightforward to install or use.
it is however free.
you could use a program such as photoshop, or indeed painter itself to produce the frames, not in a frame stack, but using layers.
You can make any layer or layers you wish invisible, and adjust opacity whilst working.
This would get over the problem of the tracing paper, but you would not be able to run the animation of course, without saving the layers and reopening them as a frame stack in painter.
Most dedicated animation programs that I have experience with either work in vector, or cost a lot - frequently both.

well yeah it is expensive but thank you
to Handrawn.. i just wanted to share with you a little trick i came up with, which solves my problem in the cost of really tiny pain.
i just draw with red pencil, and after finishing each frame i remove all saturation, making the red = black.
then, in the next frame, i can draw with red pencil again, while the previous frame appears black.
the problem with this system is going back and editing previous frames, but at least.....you know
