I am using a third party noise filter, the problem is when I use it the noise screen is black/white. Any clues as to why it would do that? If so, is there a workaround

Well, that would be noiseware, and I tried that too and got the same result...

I noticed that plugins may perform differently when activated in XPE as opposed to XXP.
