Generally, at the outset I create layers, usually but not always consisting of the following:

Headlamps and grill
body
wheels and tires
interior
windows
highlights for the paint
detail (chrome stripping, door handles etc.)

Generally, I make the body just one base color, and then in the highlights layer I will add shading, reflections etc.
