I'm not too sure I understand the question fully but I can tell you that the balloon tabs were each pasted in separately with 'sizing pixels' (which are hidden inside the text balloons. Everything else is positioned using the baseline shift for the vertical positions.
Each tab is set to the same animation setting as its balloon letter (although one was ajdusted slightly differently as to not move too far away from the string)

Thanks Anas, I was wondering how you kept all objects within relative position to each other so they didn't drift too far during the swing animation.

Nice, but I think you missed the mark for keeping the file size down. It is more than 700kb. not practical at all for a web site. It took a minute to download.

Yeah your right. I've resaved the original image and reduced it to 155 Kb. I'm not sure why it started at 1.4 Mb. I noticed that it was animating the clouds in the background, (I saw flashing pixels everywhere) when the background was supposed to be static. As you can see, I've removed the background clouds which has fixed the problem of large file size. A still of the original is shown below, with another balloon text animation this time popping.
