    To be honest it is just shapes and then some I used the feather tool on and others the transparency tool. It took me about 2 hours to do so I don't know if I have time right now to do a tutorial cause that would take even longer.

    One thing you can do is when looking at a picture look at everything in the picture as shapes. Then recreate the shapes. Next just blur and fade as needed to make them look right. So don't recreate the picture recreate the shapes in it. I hope that makes sense. Ask away if you have a question I will help out when I can.
