That's more a function of the person's email client than anything else, really.
Potentially if you sent HTML mail and manually tweaked the HTML to include the regular flash tags, it might work for some people (like, people using Outlook or Outlook Express). There's also the possibility of an email client that would detect that the file attached is flash and then automatically display it, the way that images are displayed. I don't know of any email clients that would do that, though.
Presumably if it were possible, some small portion of the hundreds of spam messages I get a day would be utilizing flash somehow, since their ads might end up being smaller or something.
This signature would be seven words long if it was six words shorter.
