    I had one time where the paint brush stopped painting and then I couldn't use flood fill tool. For me, holding down F8 on boot up reset everything.

    Might work.

    I imagine you have the problem sorted by now - I've come to this a little late! Anyway, on my monitor, to the right of the property bar which you have floating, there are options to set the type of cloning you want;
    Clone
    Impressionist clone
    Paintillism clone
    Clone from saved
    Clone from fill.

    If by any remote chance you have 'Clone from saved' selected you get the effect that the clone tool won't work - unless you've saved something from which to clone, I guess.

    What clone from saved does is rather like the history brush in Photoshop. Say your wanted to motion blur the background on an already saved image, but not blue the image itself but have more control over the editing process than just using the selection tool, you might choose this. It is also a handy undo for things you have missed.

    But yes, it can rather make your clone tool seem to stop working if you don't have anything saved.
