    It is difficult without the plugin, believe me I tried.
    The best I could do was Microsoft Image Composer (it shipped with FrontPage way back) it has some pretty nifty tools in its Paint option...../c

    OK, here is a try in Extreme.
    I selected the image with the pic tool and simply stretched it.
    Then I created a clone, and cut off the tail section, feathered it ( ha ha ), Stretched it, then applied a linear transparancy.
    Assembled the parts, cut down to size, then placed over a sky colored reqtangle.
    Does it look "Real"?
    Probably not. More cartoony than anything, but I think it gets the idea across.

    A great way to get that burst of Zoom blur is to first duplicate the original twice (never alter an original) and apply Zoom blur to layer 3, then reduce opacity so you can see the unblurred image on layer 2 and then erase matching the image below. That way you can totally control the blur.

    Or if you have saved the image, you can use the clone to saved in PhotoPaint and it will paint back in the original pixels, but the first option is my favorite.

    That's almost exactly what I did in post #7 of this thread. It works for me.

    Here is a simple approach that creates a blur that is a little more believable.

    Draw a small rectangle that is about the length and height of your desired blur.
    - select "none" for line width.
    - change color of rectangle to the background color of your photo using the eye dropper.
    - Create a linear fill on the rectangle and select the moving object's color for near side of the fill.
    - Place rectangle behind moving object.
    - use the profile controls as desired.
    - apply feathering and flat transparancy as needed
    - done.
