Links for Nav Bar in Webstyle 4

I have Frontpage 2003. I have done everything that your support pages
state, however the links and the graphics are not uploading onto the internet.
They are showing on my design pages and the preview pages.

How do I get the links to and graphics to upload?

It seems to me that Front Page does not recognize that things have changed. I usually explicitly upload the Webstyle menus.
