Can anyone help me out. I have a jpeg file is their anyway I can make it rotate giving it a 3D effect? Also can you import a logo in to Xara 3D and make it rotate?

The answer to your first question lies within your second one
Giving a 2D picture some 3D space requires a 3D program, like Xara 3D.
