Why do you want to remove this coding? Whatever it does is hardly bloating your source file.

Your link page is Loaded with comments, including the one you mention above. Those few lines you show aren't bloat as Egg said, but you have quite a few other comments that I wouldn't want in my page. Looks like they are there so you can go back and made changes in your template and it will know your specs. You can try to remove it and see what it does. It looks like just a comment to me.
