Ok, I am still very new both here and using X3D...

My question is this...

Can an image stay still (no animation) and have light pass across it, giving it a sort of metallic shine or shimmer? I wish I had an example to show of what I am talking about...

Yes,
Under Animation options uncheck "Text" and check "lights". Then adjust the lights to your preference.
