Frame with a surround.

The frame & surround are named colours, so their very easy to edit.

The Balloons could work as a frame in terms of a birthday card, we think mostly of a frame in terms of a square, rectangle, oval or circle, but it could be assymetrical and have the design on the left or right side on a card with the caption or picture being adjacent to the decorative part of the frame.

The Ballons could also themselves be used to contain individual snaphots of the heads of people or places and be used then as an image map on a web page, of course, it would take a lot more speed, your target audience being those using cable modems or high speed internet.

The third way is to consider the negative space which is the white background, and then the frame becomes like a PaintShopPro "tube" or PhotoImpact "stamp", it is an embellishment on another photo or in a photo collage, it becomes the "glue" to hold seemingly unrelated items together.
