My monitor is going out, I need to replace it. Does anyone know where I can find a good deal on a quality 19-21 incher?

Take a look at http://www.buy.com. I bought a 19" Viewsonic w/ a .26mm pitch Trinitron tube from them last year. Not the best out there, but very good for just under $400. Good Luck.

Last year I bought a 19" monitor at my local BJ's wholesale for $299 I see that they are now down to $269. It's a Sylvania and works quite well.

You might also check out http://www.wenusa.com/ A friend bought a 19" there and is very please.
