I can't really understand what your problem is. Let's go thru it step by step.
Create image
Draw shapes above and name each shape
(Follow Xara Video on this)
File/Export as slices (I believe xara defaults to Gif)
When it's finished the export Xara ask's do you wish to view exported images in your browser.
Yes
Can you see the image?
If you can:
Open web express
File / Open the html page you've just created in Xara.
It should look similar to the screen grab above.
View / In internet explorer.
Can you see the image?

If you come back and explain where your failing after going thru the above I may be able to help.
