Photoshop Elements Info..Please

Hi All.

I know Photoshop Elements has a good reputation as an image editor but, does it, like its big brother, have a good range of artistic tools for image creation from scratch.

I,m moving away from Corel products and just want to know if Elements would be a good substitute for PhotoPaint.
