Seamless Tiles

While filling a border with a pattern I made I keep getting little blocks of lines instead of a smooth border. I went back & tried to make the pattern a seamless tile (assuming that's my problem), but when I selected the whole pattern it said I was too close to the edges. Then when I chose just a smaller part of that image the fill didn't look anything like the original pattern. What am I doing wrong???
