Draggable Scroll Bar

I have seen a lot of web sites that have a "draggable Scroll Bar" in the scrolling sections of the web site. How is this done? I am only able to make the scroll bar move when the arrow buttons are pressed. I'm sure it has something to do with the "drag movie clip" action and the "tell target" action but I can't figure it out.
