Techniqclly speaking. I don't think there is any software in the world that could do so.

Personally i didn't care for the quality of S-Spline.

I use "Genuine Fractal Print Pro". Much better quality to my eyes. And it's a PS plugin too... even better.

Bear in mind though that Ammar has a good point. Scaling up images is technically NOT a good thing to do... not unless the image is in the Vector format; which bitmap images are not.
