I guess there may be an academic institution with spare space, but generally you have to pay for quality.

My host at Planethosting.com gives you 600mb for $20-30 per month. I've been with them for a year now and their servers rarely go down. On the occasion that it did, they began immediately to remedy the problems. Even sent me an email stating as such.
