Not sure, but are you referring to blending? As in the background blending effect?

i mean the diamond effect on those covers. bling is just a slang term..sorry
on the second pic, it says ball till you fall.. that graphic i want to know how to do
there are various ways to achieve the 'bling' you want - to get that specific look, you could do worse than get a star shaped brush or 'x' shape.
make star shape on a new layer, duplicate star layer, gaussian blur original layer (if u make copy of original layer, then turn it off, helps if you make mistakes [img]/infopop/emoticons/icon_smile.gif[/img] )switch back to top layer that is not blurred and change the layer mode to colour dodge or colour burn
without doing it myself i cant really think of a specific way of creating the 'bling' - some peeps may say stay away from the lens flare filter but used in conjunction with steps above could yield some ok results

You could also go to PhotoshopCafe and you will see tutorials on making the shiny effect ("Bling"). Not only that, you will see how to do the shiny texture with a layer fill and adding noise to create that diamond surface, also, how to get the gold effect for the outside of the lettering if that's what you wish.
