menu on background

hi,

i know how to build a menu with webstyle 4, but i've not yet understand how to enter a background image behind the menu...i've choose the background section and import my image in .jpg or in .gif....but i cannot change his position in order to make a logical position under the menu....why i cannot change the position of background image?
