If you go with a frames version, offer users one without frames. Frames load faster, but when you save the page and try to print it, the choice to print the current frame or the page as laid out on the screen isn't always available. I also like the choice to go with Shock/Flash version vs. HTML version.

I'm not currently planning to use any flash (although this may change!), so there is no problem there.
I am not a fan of frames, as it makes development, promotion and user experience more difficult so I generally avoid frames. But lets not get into a discussion about the merits of frames (there are other places for that!).
I will plough on with the design now, as I find I am fairly happy with this and I shall get on to creating some real content for it soon.
