ooooops, I thought 3DS can do **anything**??? This scene setup is extremely simple. Just a few letters extrudes and placed into a scene. However, I think your sample was developed with a 2D app...

mmm... haven't had time to try this but how's about you select that type, expand the selection 10 pixels, add a new layer below that type, fill the selection with the Clouds filter, then run the "Chrome" filter (FILTER>Sketch>Chrome) on it and set the Blend Mode to Luminosity.
Try other blend modes though. A lot of room to experiment with this kind of thing.
in Fireworks? i dont see any chrome anything in fireworks

we are not talking about pixel programs here, we are talking about 2D vector apps like XARA X. An alternative is XARA 3D.
Or a 3D CAD software like 3DS or Cinema 4D, or any other app.
In 3 D you simply extrude the characters with a bevel, and expand the part in the back a bit. Set the lighting so that the bevels light up and give them a shiny surface.
