XARA PLUG-IN is it an ACTIVE X ??????? Help me please

I'm building a cd-rom to make see my works made with XARA. I have the possibility to insert in the language programmation to make this CD-ROM active X for several project! I have thinked to insert XARA PLUG IN but is it an active x??

AFAIK it's a Netscape plug-in, not ActiveX.
