Hi Lisa! Welcome to the board!
There are a couple of solutions for your problem.
1. Rescan it using different setting on your scanner. I have a choice of Black and white, Sharp black and white, grayscale, ect...and I usually use the sharp setting.
If it's in color....use the millions of color settings. I also scan at 150%.....then resize it to the size needed after I do whatever I am going to do to the scan.
2. Open the logo in PSP...zoom in til you can see all the speckles clearly. Now there are several ways to get rid of them:
a. Use the eraser tool set on 1 or 2 pixels to get rid of them.
b. Using the retangular selection tool...draw a rectangle around your logo...as close as you can get without infringing on the logo itself. Go to image and choose Crop to Selection. Now you only have a small amount of material around your logo...and can use one of the procedures below:
c. Use the magic wand and click on an area near your logo...go to Selection...choose Invert.
Your logo should have marching ants around it. Go to Edit , choose Copy. Then choose Paste as a new image. Some of the speckles or misc pixels will transfer with it...but they are much easier to see and erase at this point.
d. Select one of the pixels with the magic wand...go to Selection choose Modify and then choose Select Similar. Make sure that did not also choose pixels in your logo...and then hit delete. Tedious process if there are a variety of shades...but it works.
