Artisteer can make the template but it can be customized with your graphics. I make most of my own graphics with Xara and import them into Artisteer.

In the Web Properties under the Link Tab you have the options to "Open Link In" and there are Same Frame, Parent Frame, Same Window, New Window, and Not Specified.

How about opening in a new tab....
