it appears that when I make a newly created object in ver 7 it does not snap when resizing unless it is at least a certain size, unlike...

ok first thing to check

in selection tool, on the infobar, the 'scale line widths' button should be active - if it isn't then the object will not snap to the outer boundaries so when you resize it...
