Well one example is I have to do some vector art of a car for my digital illustration class although it resembles a photograph its a lot of fun to do it and see it come to life so thats one reason....

From what I can see it looks as though they used a brush set to be more specific a grunge brush set, the best I can tell you is google it. Or if you could find a suitable brush you already have use...
