At line sizes like 1px it is very hard to tell the difference.

This only works for me if the Text tool is already selected when the new document opens.

Steve - To be honest, this is the first time I have seen this. I usually export PNG where the page is not an option. But I see it is with JPEG.

Just how I would handle the operation in the OPs question.

Create a page size rectangle the color you want the background to be and send it to the back. Select the rectangle and export to JPEG.
