Try to put it in an iFrame in Xara then. If it works in a separate window/page it should also work in an iFrame.

Well, that's a relief - that the scrollbars won't be removed, although it is a bit strange that they just take that no-scrollbars option away.
If you just want to use different pictures for toplevel menus, with normal dropdowns, you could do it using the standard Navbar tool.
