It has been on the wish list for Xtreme...probably on the one for Web Designer now too. ;)
My usual workaround using the name gallery to select objects by name has been removed in Web Designer. :(

No way to lock objects only an entire layer.

You can make a layer unselectable (if that is a word). Open the Layer Gallery and untick the checkbox under the column with the arrow at the top.
