In WD, make sure you are previewing the website and not the page because all pages need to be exported to Xara's temp folder when previewing. :)

Tom, you can do this using objects as named anchors, then appending the link URL in the navbar submenu properties with #name

EG: If the anchor name is...

The mouseover is always the top layer even if you have new layers above it in the layer gallery.
(Internally they are special layers)
