The Line and Arrow Tool is in the Path Drawing Tool Flyout.

Go to the Window menu/Panels and make sure the Colour panel is selected.
For outlines, I found this in the help files. (see attachment)

Go to the Window Menu/Bars and make sure that the Colour line is checked.
