In the Utilities/Web Properties/Link dialog, did you use the "Link to anchor" option? Don't forget to click "Apply" at the bottom of the dialog before closing it.
Behzad, so rebooting doesn't help. What about reinstalling XDP 19?
Have you already rebooted your PC and then try to install the contents packages?

Oh, I see. Perhaps a long shot but have you tried to run XDP19 as Administrator?
