I think this is the same in v 12. The only work-arounds are the two I suggested I believe.

I think I passed this along to them but I will do it again just in case.

OK Here's another solution. Create a close layer button or icon, add the name popup:close (click the yellow names tag icon at the top of the screen, enter the text popup:close and press Add then...

In the Page & Layout Gallery, right click on the pop-up layer and select Layer Properties.

In the Pop-up Settings tab un-check Close pop-up automatically.

This requires the pop up to be closed...
