you can try unticking everything in control bars - restart the program - then tick the bars you need such as toolbars

go back to control bars and tick button palette you should see on this the flyout midway towards the bottom, does this work ?

the default checks are first to run the program as administrator, if that does not fix it - then reset the toolbars which in the program is window menu / contriol bars /...
